Arkansas Atty. Gen. Leslie Rutledge has cleared the way for supporters of a proposal to legalize casinos in three Arkansas counties to begin gathering signatures to put the measure on the November ballot.
Rutledge on Wednesday approved the wording of the proposed constitutional amendment to allow the casinos in Boone, Miller and Washington counties.
Rutledge’s certification is required before the group behind the measure can begin gathering the nearly 85,000 signatures needed from registered voters. The deadline for petitions to be submitted is July 8.
The proposal calls for the casinos to be operated by three limited liability corporations and would set up a five-member commission appointed by the governor to regulate them. It also would require the casinos to pay the state an 18 percent tax on net gambling receipts.
